Capital Projects Support Coordinator
GENERAL DEFINITION OF WORK:
Under occasional to limited supervision, performs various complex administrative duties relating to infrastructure improvements for the City of Beaufort. Coordinates effort with multiple partner agencies, manages vendor submittals, and is intricately involved in Indefinite Delivery Engineering contract and grant oversight. Reports to the Capital Improvements Program (CIP) Director as part of the City Manager’s Office.
ESSENTIAL FUNCTIONS:
The following functions are intended only as illustrations of the various types of work performed. The omission of the specific duties does not exclude them from the position if the work is similar, related or a logical assignment to the position.
• In collaboration with designated personnel, supports the coordination of stakeholder efforts to enhance the lives of individuals impacted by infrastructure challenges, ensuring effective project tracking and status monitoring.
• Maintains a current listing of stakeholders to include email, cell phones, addresses, and websites.
• Gains and maintains excellent situational awareness by making visits to the project area(s), as necessary, in concert with project goals and priorities.
• Engages in conference calls or meetings, as necessary, to ensure project progress.
• Coordinates as necessary with the CIP Director and with stakeholder counterparts and makes every effort to resolve issues as rapidly as possible within the limits of your position. When unable to resolve issues, notify upper management by providing background, those involved and a recommended pathway for resolution.
• Prepares and submits comprehensive reports, including those required by grant agencies, to ensure full compliance with all regulations and requirements.
• Works in concert with designees, to collect critical data elements that will be used to create briefs and presentations to various consumers. These briefs and presentations will be created to educate, inform, and advise.
• When presented with complaints ensures they are forwarded to the appropriate point of contact and ensures each complaint has been addressed no later than one business day.
• In concert with the project team, is prepared to review all proposed construction contracts and make recommendations or provide comments to City Management.
• Coordinates with the CIP Director to develop project budgets, schedules, work plans, resources requirements, and cost estimates and projections.
• Coordinates with the CIP Director to review and recommend proposals and bids to management.
• Coordinates with the CIP Director to compile and distribute project information, project status reports, and project budget expenditures.
• Consolidates all proposed work plans and commit scheduled construction events to a visual representation like PowerPoint.
• Each week, reviews and forwards for endorsement all invoices to the appropriate City of Beaufort designee to ensure contractors are being compensated for work already performed and in concert with their contracts.
• Work involves many different, yet related processes and methods. Decisions regarding what needs to be done are based on the incumbent’s knowledge of the duties, priorities, commitments, policies, and goals of the supervisor and staff and involve analysis of the subject and related issues.
• Within the confines of the position, operates within established budgetary constraints.
• Any other tasks as directed by senior management.
KNOWLEDGE, SKILLS & ABILITIES:
• Requires the ability of speaking and/or signaling people to convey or exchange information. Includes receiving assignments and/or directions from supervisors and giving instructions to co- workers.
• Requires the ability to read a variety of policy and procedure manuals, dictionary, schedules, directories, financial documents, budgets, etc.
• Requires the ability to enter data into computer and prepare reports, correspondence, etc., with proper format, punctuation, spelling, and grammar, using all parts of speech. Must be able to speak with poise, voice control and confidence and to articulate information to others.
• Requires the ability to apply rational systems to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists; to interpret a variety of instructions furnished in written, oral, diagrammatic or schedule form.
• Requires the ability to make independent judgments in the absence of supervisor; to acquire knowledge of topics related to primary occupation. Must have the ability to comprehend and interpret received information and the ability to comprehend and implement basic office machinery functions.
• Requires the ability to deal with people beyond giving and receiving instructions. Must be adaptable to performing under minimal levels of stress when confronted with an emergency or tight deadline.
• Requires the ability to talk and hear: (talking, expressing, or exchanging ideas by means of spoken words; hearing: perceiving nature of sounds by ear). Must be able to hear and understand communications through a telephone.
• Frequently interacts with senior personnel to include local elected officials, management, civil service employees of other governmental or quasi-governmental agencies and potentially state and federal political leaders.
• Have a comprehensive knowledge of stakeholders, infrastructure management, utility service coordination, and procedures for submitting data elements, reports, and updates to grant agencies. Use knowledge to assess, review, analyze and resolve difficult and complex issues. Serve as a source of knowledge for the consumers of relevant information.
• Working knowledge of interagency processes from the Federal to Local levels particularly when dealing with federal, state, or local regulatory issues.
EDUCATION & EXPERIENCE:
• Demonstrated project facilitation capabilities with 5 years or more of experience.
• Bachelor’s degree in Business, construction management or equivalent experience preferred.
• May require certification as a Project Management Professional (PMP)
PHYSICAL REQUIREMENTS:
• This work requires the occasional exertion of up to 10 pounds of force; work regularly requires sitting, speaking or hearing, using hands to finger, handle or feel and repetitive motions and requires standing, walking, stooping, kneeling, crouching, or crawling, reaching with hands and arms, pushing, or pulling and lifting.
• Vocal communication is required for expressing or exchanging ideas by means of the spoken word.
• Work requires preparing and analyzing written or computer data, using of measuring devices and observing general surroundings and activities.
• Work may require occasional exposure to environmental conditions in the field; work is generally in a moderately noisy location (e.g., business office with copy machines, telephones and/or computer printers, light traffic).
